One of the many services offered by VRSA is human resources consulting. The service is designed to assist members in mitigating employment practices liability exposure, to help avoid lawsuits for things such as discrimination, harassment, retaliation, and wrongful termination. Services are provided for members purchasing public officials liability coverage.
For Amber DeRosier, supervisor of benefits and compensation with the York County School Division, utilizing these services, provided by Tina Stevens, was extremely beneficial as she moved from finance to human resources.
“Tina has been so helpful in all the different avenues, doesn’t matter what situation we are dealing with – Our people will say, call your people – call your girl,” said DeRosier.

Stevens presents at one of the 2025 Fall Education Forums
Stevens provides personalized, one-on-one HR consultations on a variety of topics, from disciplinary action to FMLA.
“Tina is a top-notch expert on these situations,” said DeRosier. “Anytime I have questions, I can explain the situation to her, give her the details, she will ask me some follow-up questions, and the next thing I know, we are navigating in the right direction.”
Stevens also provides personal reviews of member materials, policies, procedures, and corrective actions. Each month, Stevens hosts a virtual engagement on various HR topics, most of which provide HRCI credits. One thing DeRosier particularly likes is the sample materials on the VRSA website.
“There are lots of documents,” said DeRosier. “Like policies and sample documents you can use as a starting point in your organization.”
The service also provides members with access to the HR Exec Support employment law hotline, which provides access to the nation’s top labor law firm, Littler Mendelson, P.C. Learn more about her experience in the video below.
VRSA’s broadest coverages include public officials liability, protecting members from alleged wrongful acts. This coverage also assists with the complex grievance processes and provides position statements in response to EEOC claims. As public officials’ responsibilities grow more complex, this coverage has never been more important.
