Chief Troy Hawkins with the City of Emporia utilizes VRSA Risk Management Grant funds for continuing education training

The University of Virginia’s Leading, Educating, and Developing (LEAD) program is a one-week residential leadership development program designed for local government department heads, supervisors, and “rising stars.”

City of Emporia Police Chief Troy Hawkins recently attended the program, paid for by VRSA Risk Management Grant program funds earmarked for continuing professional education and training. Hawkins says the program helped him learn to communicate more effectively with different personality types.

“This program has taught me the different types of employees and how to communicate and work with them more effectively,” said Hawkins.
