Cape Charles’ Rick Keuroglian receives grant for continuing education

The Town of Cape Charles sits close to the mouth of the Chesapeake Bay and is one of the first towns to welcome you to the Eastern Shore. Since 2025, Rick Keuroglian has served as the manager of the small beachfront town. They are dedicated to providing continuing education and training to its employees to ensure the community is managed effectively – including town leadership. Keuroglian recently completed the Senior Executive Institute (SEI) of the Virginia Institute of Government at the University of Virginia.

“It was incredible. It was probably the most intensive training I’ve ever gone through,” said Keuroglian.

SEI is a two-week residential program providing local government leaders with skills they can use in their communities. Keuroglian’s participation was funded in part through the VRSA Risk Management Grant program. Each year, VRSA’s Members’ Supervisory Board allocates $400,000 in risk management grant funds back into participating member communities, with a portion earmarked to fund continuing professional education and training.

“They [VRSA] know the ramifications of good leadership,” said Keuroglian. “And they fund it for you so when you go back to council it’s a win-win of having opportunities.”
